HS Code for Sickles (8201.90): Import Duty Guide

HS Code for Sickles (8201.90): Import Duty Guide

A wrong HS code creates two problems at once. You pay the wrong duty, and the shipment may be held for inspection.

Sickles sit in a heading that also covers scythes, hay knives and other farm hand tools. Getting the line right is straightforward once you know the structure.

This article explains the classification, what moves the rate, and the documents that keep clearance moving.

How are sickles classified under HS 8201.90?

Sickles belong to heading 8201. That heading covers hand tools used in agriculture, horticulture and forestry.

The heading text names spades, shovels, mattocks, picks, hoes, forks and rakes. It also names axes, bill hooks, secateurs, hedge shears and timber wedges.

Scythes, sickles and hay knives appear in the same list.

Within 8201, the subheadings split by tool type. 8201.10 covers spades and shovels. 8201.30 covers mattocks, picks and hoes. 8201.40 covers axes. 8201.50 covers secateurs. 8201.60 covers hedge shears.

Sickles and scythes fall into 8201.90, the residual line for other tools of this kind. That is why the same code appears on invoices for sickles, scythes and hay knives.

Some countries split 8201.90 further by tool or by material. The national tariff line, usually eight or ten digits, is the one that sets the rate.

Always confirm the full national code, not only the six-digit figure. The six-digit code is the same worldwide; the rest is not.

What changes the duty rate by country?

The rate depends on three things: the destination tariff, the origin and the trade agreement in force.

Most countries apply an MFN rate to Chinese goods. That is the standard rate published in the national tariff.

For hand tools it is often modest, but you must read the actual line for your market.

Preferential agreements can reduce or remove the duty. China has agreements with ASEAN, and the RCEP framework covers several Asian and Pacific markets.

A valid certificate of origin is required to claim them.

Some markets apply additional measures. Anti-dumping duties, safeguard measures and seasonal surcharges exist for various products. Check whether any apply to hand tools before you assume the MFN rate.

The duty base is usually the customs value, often CIF. That means freight and insurance also carry duty.

Import VAT or sales tax is separate from duty. In the EU, VAT applies to the CIF value plus duty. Budget for it in your landed cost.

Rates change. A rate that was correct last year may not be correct now.

Ask your broker for the current rate in writing before you quote a customer. Verbal rates change with the season.

Which documents speed up clearance?

Clearance slows when documents disagree. The fastest route is consistency across the whole set.

The commercial invoice must describe the goods precisely. Write "agricultural sickle, carbon steel, 350 mm blade, wooden handle" instead of "hand tools".

The invoice should show the HS code, the quantity, the unit price, the total value and the Incoterm. It should match the purchase order exactly.

The packing list must match the invoice line by line. Carton counts, weights and marks should agree.

The bill of lading carries the description and the consignee. A vague description there can trigger a query even when the invoice is correct.

A certificate of origin supports any preferential claim. Without it, the MFN rate applies.

Wooden packaging needs ISPM 15 treatment and the mark on the wood. Untreated wood can be refused or fumigated at your cost.

Insurance and any product test reports help if the shipment is selected for inspection.

Send the full set to your broker before the vessel arrives. Clearance starts with documents, not with the container.

Name a contact who can answer queries within a day. Held shipments cost storage from the first day.

Common classification mistakes

The first mistake is a generic description. "Agricultural tools" tells the customs officer nothing and invites a review.

The second is confusing a sickle with a machete or a knife. Machetes and similar cutting tools can fall under different headings with different rates.

The intended use and the blade design matter.

The third is mixing models in one line. A shipment with rice sickles and weed sickles at different prices should be split into separate lines.

The fourth is understating value to reduce duty. That is fraud, and it risks penalties far above the duty saved.

The fifth is a wrong origin claim. A certificate of origin must reflect where the goods were actually produced.

The sixth is ignoring the destination's own rules. Labelling, packaging and safety requirements may apply beyond the tariff.

When in doubt, ask your broker for a written classification opinion. Keep it on file for the next shipment.

Keep a copy of the ruling with the shipment file. The next officer may read the code differently.

RFQ checklist for export documents

Ask the supplier to confirm these items with each order.

  • Six-digit HS code and the national tariff line

  • Goods description as it will appear on the invoice

  • Material and dimensions in the description

  • Quantity, unit price and Incoterm

  • Packing list with carton counts and weights

  • Certificate of origin type available

  • ISPM 15 treatment for wooden packaging

  • Test reports or compliance certificates

  • Shipping marks and consignee details

  • Document dispatch timing before arrival

A correct code and a clean document set save more money than most price negotiations. They also keep your goods out of the inspection queue.
