Documents to Bid for a Garden Hose Supply Contract

Documents to Bid for a Garden Hose Supply Contract

A supply contract bid is judged on paper before it is judged on price.

Bidders lose points for missing pages, not for weak products. Evaluators score what they can read.

This guide lists the documents, the capacity proof and the price schedule that most tenders expect.

Which company documents are required

Start with the basics, because a missing registration document ends the bid.

A business licence with a scope that covers the goods. Check the scope line, not just the company name.

An export licence or registration record, where the tender requires direct export capability.

A tax registration certificate and a recent tax payment record. Many tenders ask for both.

An ISO 9001 certificate with a current date and a scope that includes the product.

A manufacturer authorisation letter if you bid as a trading company. Without it, you cannot claim factory support.

Ask for the letter early. Factories issue it slowly, and the deadline does not move.

Company profile, organisation chart and key staff. Short and factual beats glossy.

Keep a standard bid folder with dated PDFs. Assembling it under deadline pressure causes most omissions.

A declaration of no conflict of interest and no debarment, if the tender includes one.

Keep a signed copy of every declaration. Re-signing a dated declaration after submission is rarely accepted.

Sign every page that the instructions require. Unsigned pages are treated as missing.

Check the validity date on every certificate before scanning it. An expired ISO certificate is a lost point.

What proves monthly capacity

Capacity claims are the weakest part of most bids. Numbers without evidence are ignored.

State the number of extrusion lines and the output per line per shift. Then multiply by shifts and days.

Give the output in metres per month for the specific product. A general tonnage figure convinces nobody.

Support the claim with electricity bills, machine purchase invoices or a production log.

Add a photo set of the workshop with machines visible and workers at stations.

Show current order backlog and how much capacity is free for this contract. Evaluators check this.

Include a delivery plan by month, matching the tender's schedule. A capacity claim without a plan reads as a guess.

Ask the factory for a signed capacity statement on letterhead. A signature turns a claim into a document.

If you subcontract part of the volume, disclose it. Undisclosed subcontracting is a common disqualifier.

How to prepare the price schedule

The price schedule is a form, not a letter. Follow its structure exactly.

Match the line items and quantities in the bill of quantities. Do not regroup or renumber the lines.

State the currency and the Incoterm the tender requires. Mixing FOB and CIF prices voids bids.

Show unit price and total price. Arithmetic errors are checked, and they are checked first.

Have a second person re-add every line. Many rejected bids are correct in logic and wrong in arithmetic.

Keep the price valid for the tender validity period. A short validity is a scored weakness in many systems.

Include the packing cost if the schedule asks for delivered packs. Silent exclusions become claims.

Add any options the tender allows, in the place it allows them. Unrequested alternatives can invalidate a bid.

Check the tax treatment. Some tenders require duty and VAT excluded, others delivered duty paid.

Confirm the Incoterm in the price schedule and in the offer letter. Inconsistency invites disqualification.

How to handle samples and the delivery plan

Samples are often mandatory and always inspected against the spec sheet.

Send the exact production sample, not a hand-picked display piece. Inspectors compare against your own documents.

Label each sample with the item number from the BOQ. Unlabelled samples are set aside.

Include the test report with the sample, in the same package.

Keep one identical sample sealed in your office. It is your evidence if the evaluation disputes a measurement.

Send samples by courier with tracking, and photograph the contents before sealing the parcel.

The delivery plan should show production start, inspection date and vessel booking. Partial shipments need approval.

State the port of loading and the expected transit time. Vague logistics language loses points.

Name the inspection company you will use before shipment. Evaluators treat a named third party as a commitment.

Add a risk note covering resin supply and shipping delays. Evaluators reward realism, not optimism.

Name your backup in one sentence. A second line or a second port is enough to show preparation.

Tenders reward completeness. Build a document library once, then reuse it for every bid.

Keep the licence, certificates, test reports and capacity evidence in one folder with dates.

Update it every year. Expired certificates are the most common reason a strong bid scores zero.

RFQ checklist before you bid

Confirm these points with the factory before you submit a price.

  • Business licence and export registration copies

  • ISO 9001 certificate with a valid scope

  • Test reports for pressure and material

  • Monthly capacity in metres for the tender SKU

  • Evidence of capacity: bills, invoices or logs

  • Factory photos and a live video option

  • Delivery schedule the factory can commit to

  • Price validity the factory will hold

  • Sample lead time and sample cost

  • Third-party inspection acceptance and cost

  • Packing and marking per the tender

  • Subcontracting disclosure if any

Get each answer in writing. A verbal capacity promise cannot be attached to a bid.

Ask for the export licence copy and the last shipment records for similar goods.
